TCDC Board Members

     romyProf. Romeo G. Solis obtained his Bachelor's and Master's degrees in Engineering from the University of the Philippines (U.P.), Diliman. After finishing college, he immediatedly worked as instructor, eventually having the ranks of Associate Professor and Professorial Lecturer. He teaches undergraduate and graduate courses in Circuit Theory, Electronics Devices, Control Theory and Computer Engineering. He became Secretary, College of Engineering, Head of Publications and Engineering Information Services of the National Engineering Center, Chairman, Department of Electrical Engineering and Executive Officer of the Utilities Management Commision at the University of the Philippines. He also taught in Ateneo de Manila University's Computer Engineering Program.

      For several years he directed the Department of Science and Technology's (DOST) Advanced Science and Technology Institute, (ASTI) the government research agency responsible for the areas of Microelectronics, Information Technology and Telecommunications. He was a member of DOST's Executive Committee, a consultant of the Presidential Fact Finding Commission in Government Information Technology Projects. He represented the country in international committees and meetings on information technology, microelectronics and satellite technology. Prof. Solis was a member of Philippine and ASEAN science and technology missions to various countries such as India, Taiwan, Singapore, Russia and Canada. He was co-director of the Third Regional Workshops in Telematics of the International Center for Theoretical Physics and ASTI. He was the Philippine participant in the United States Information Agency's International Visitor Program on the Information Superhighway.

      Prof. Solis is involved with many activities such as advising schools on the improvement of educational programs in engineering, consulting with companies and helping develop educational materials for various educational levels. He helped in the establishment of the Virtual Center for Technology Innovation in Microelectronics. He also teaches Physics and Electronics at the Tanza Child Development Centre in Cavite.

      He serves on the boards of Educators' Incorporated, Tanza Child Development Centre Inc. and Vibrametrics. He is a member of the Institute of Electrical and Electronics Engineers.

     jocelynMrs. Jocelyn-Soberano Solis obtained the Bachelor of Science in Behavioral Science degree from De La Salle University and the Master of Education (Educational Administration) degree with the academic distinction from the University of the Philippines, Diliman. She took various graduate course in Linguistics, Management, Counseling and Theology. Mrs. Solis handled functional literacy courses in Ifugao, became officer-in-charge of the Translators Committee of the Philippines and is now the Principal of Tanza Child Development Centre. She conducted researches in the field of Sociology and Linguistics. She is a member of the Association for Childhood Education-International. She serves as Board Member of Educators' Incorporated, Tanza Child Development Centre and the Philippine Alliance College of Theology.

     rosaDr. Rosa Pelaez-Soberanoobtained her Ph.D. in Linguistics from the Ateneo de Manila University in consortium with the Philippine Normal University. She taught languages and/or linguistics at the graduate school of the Philippine Normal University, the De La Salle University in Manila, the University of Sto. Tomas, Febias College of Bible and Baguio Vacation Normal School. She has written language learning materials for expatriates.

      Dr. Soberano had served the government for 24 years in various capacities as researcher, executive assistant, senior community development analyst and division chief. As HRD technical coordinator of Bataan EPZ she has worked closely with the DECS regional office and with JASMS in setting up the BEPZ public elementary school and the JASMS elementary and secondary schools, respectively, with the industrial zone.

      Dr. Soberano is presently the Executive Director of the Christian Language Study Center which specializes in teaching English and major Philippine languages for foreigners.

     alexMr. Alexander Sy Sun Eng finished B.S. Chemical Engineering (cum laude), B.S. Electrical Engineering (cum laude) and the Master of Business Administration in U.P. Diliman. The first two courses were completed in a five year period. He taught Electrical Engineering for two years at U.P. Diliman. He is now President of Alexan Commercial and Yongden Technology Corporation.

      Mr. Sy is involved with activities which aim to promote technology literacy in the country. He advises academic institutions on matters of curriculum design and laboratory development. He sponsored the Microcontroller Design and Mobil Robot content held in the early part of year 2000. He sits on the Department of Science and Technology Technical Panel for Electronics, Instrumentation and Control.

      Mr. Sy is a member of the Institute for Electrical and Electronics Engineers. He was the President of the Electronics Industries Association of the Philippines (EIAPI).


Atty. Hope Ruiz-Valenzuela finished A.B. Political Science and Law in U.P. Diliman. She actively participated as student worker in campus ministries. Atty. Valenzuela worked in government as Mediator-Arbiter with the Department of Labor and Employment. She attended foreign courses on labor relations and development. Atty. Valenzuela now practices law and is a consultant of the Congressional Commission on Labor Reform.
